Micro-needling: authorization for beauticians

A ruling by the Strasbourg Administrative Court on June 16, 2025 has authorized the controlled use of micro-needling by beauticians, marking a significant step forward for the entire beauty industry. This decision comes after the Union des Professionnels de la Beauté et du Bien-être (UPB), affiliated to the Confédération Nationale de l'Esthétique Parfumerie (CNEP), challenged the ban on promoting these devices to professionals in the sector, previously considered to be for medical use only.

According to the arguments presented, the Direction Départementale de la Protection des Populations du Bas-Rhin claimed that these devices, using fine needles, constituted a medical act. However, the Court noted the absence of technical evidence proving penetration beyond the dermis or posing medical risks. Conversely, the manufacturer demonstrated that the devices are programmed not to exceed a specific depth of 0.15 millimeters, and are accompanied by mandatory training to ensure safe use. The use of these devices is prohibited on sensitive areas such as the eyelids, and no additives are used.

While this decision is welcomed by industry organizations for its recognition of the skills of aesthetic professionals, it opens the way to broader practices, provided they remain within the limits set by this ruling. It should be noted, however, that this decision may be subject to appeal, and only a ruling by the Conseil d'Etat could make it definitive. Furthermore, it does not grant universal approval to existing devices, but only to those meeting the specified safety criteria.
